Created from the eastern and northern parts of the Northwest Territories on April 1, 1999. The Canadian Arctic. The population is 85% Inuit and the new government is open and representative, with an emphasis on Native self-determination. Very large (about 1/5 of Canada's land mass). One of the best places in the world to see the Northern Lights.
